The Saudi Ministry of Hajj and Umrah enforces specific digital mandates and structural application pathways explicitly for Indian passport holders. Unlike Western nationalities who can use direct consumer self-filing, Indian citizens must navigate a structured system.
1. Application Pathway Restrictions
No Direct Consumer Self-Filing: Indian citizens cannot apply independently for a dedicated Umrah visa using the consumer-facing Nusuk App.
Mandatory Agent Routing: The Ministry of Hajj and Umrah requires you to route your application through an officially licensed, Saudi-approved Umrah travel agent in India. These agents utilize a dedicated B2B backend network called Nusuk Masar to process your data and upload documentation.
2. Strict Booking & Entry Compliance
Flight Booking(Round Trip Mandatory)
The BRN Requirement: Your agent cannot submit your passport until they upload your fully prepaid, electronically confirmed hotel reservations in Makkah and Madinah. These bookings generate a Booking Reference Number (BRN). If there is even a one-day gap between your arrival flight and your BRN-linked hotel duration, the system automatically rejects the visa.
Airport Verification: Airlines operating out of major Indian hubs (like Mumbai and Delhi) are now cross-checking your Nusuk registration data at the check-in counter. If your booking data fails to show up on their flight manifest terminal, boarding can be refused.
3. Mandatory Document Checklist for Indians
To prepare for your application via a local operator, you must submit the following documents:
Passport: Original Indian passport valid for a minimum of 6 months from your expected travel date.
Identity Documents: Clear digital copies of your Aadhaar card and PAN card.
Photos: Recent passport-size photographs taken against a white background.
Insurance: Standard Saudi-compliant health insurance (usually included in the base visa processing package, which typically starts around ₹14,000 to ₹18,000 for government fees and processing).
Women over the age of 45 are permitted to travel without a Mahram (male guardian) if they travel with an organized, recognized tour group. However, they must carry a written No Objection Certificate (NOC) signed by their relative. Women under 45 are still required to travel alongside an immediate male family member.
